Starting with photo taking, I wud probably use a smaller aperture make the photo sharper. Remember, if u use a bigger aperture (smaller number) ada bokeh kan? Meaning areas of different focal length will be kabur.
I wud take different exposure times so that I can reduce the areas where its too bright but still have some parts where it won't be too dark.
Processing it, I'd tweak the color balance to give it a more natural lighting, meaning I'll try to make the trees green instead of yellow and in doing that, it will automatically bring out the blue of the night.
And then lastly a little sharpening to finish up the job.
These are personal preferences ah bro.. Being open minded and looking at ur photo, it having a natural look of unprocessed is also nice. I cannot just say my way is better. It's how u look at it.
All I'm saying is I'm wondering why it's unprocessed. Is it because u prefer it like this? Or is it because its just for the sake of joining the project..

I wish i just could switch off the street light to get rid of the yellowish color from the street light.... heheheee.......
